Sir,

I am directed by Mr. Secretary Amery to transmit to you, for the consideration of the Lords

Commissioners of the Admiralty the accompanying copy

of a telegram from the Governor of Hongkong urging that

the garrison of the Colony should not be depleted as a result of the despatch of troops for the protection of

Shameen.

2. Mr. Amery will be glad to receive an expression

of Their Lordships' views on Sir R. Stubbs representa-

tions.

3. A similar letter is being sent to the

Foreign Office and War Office.
